The image changes, is changed by other elements (!), but it doesn't change anything itself. We'll start there.
The element list toggle should always be on top, so that's the last addition.
The element list should appear in front of everything except the element list toggle, so it goes before that. Well, if the next and previous buttons were in front of the element list it would probably be OK, and it would be kind of weird and fun.
We have, then, the picture cluster, the picture itself, and, in front of it, the note and the links (in that order?) (a set of version links and a set of detail links), and in front of that the element list, and in front of that the next and previous buttons, and in front of them the motion controls and the element list toggle.
