A picture can, that is, could, be in a square if the picture is small enough to fit completely in that square, but just because a picture can or could be in a square doesn't mean it is in that square.

If a picture can or could be in a square but no part of the picture is in the square - we can make this rule - then the picture cannot be in that square (or it isn't).

The above is a branch. It eliminates the possibility of some pictures being in some squares, while allowing the possibility that some pictures can be in a certain square. It does not, however, completely define in.
